Our Clients Walsall Council are seeking a talented/ambitious/enthusiastic Programme Manager-Public Health.

Job Title: Programme Manager-Public Health
Service Area: Public Health
Location: Civic Centre
Salary: £20-£24 per hour 


  • Successful track record of designing, planning and delivering
    transformational change initiatives in a complex service area.
  • Successful leadership of technology, systems and processes using a
    variety of resources to ensure delivery of complex programmes of work.
  • Development of organisational capability and capacity (people,
    processes, technology, knowledge).
  • Demonstrate effective communication skills with the ability to relay
    complex information to those at varying levels of understanding
    NOTE:The ability to converse at ease with customers and provide advice
    in accurate spoken English is essential for the post.
  • Demonstrate collaboratively working with partner organisations and
    cross-organisational teams to deliver shared outcomes (eg NHS, CCG,
    Police etc).
  • Evidence of using reporting tools to monitor programme activities and
    analyse project performance, plans, milestones, budgets and risks.
  • Good analytical, conceptual and financial analysis skills, and familiarity
    with financial reporting tools – with a demonstrable ability to develop and
    deliver against financial and resource constraints.
  • Ability to influence policy and practice and manage change.
  • Demonstrate the ability to develop and maintain collaborative working.
  • A good understanding of working within a political environment.
  • Knowledge and understanding of Public Health indicators within the
    Public Health Outcomes Framework.
  • Knowledge and understanding of legislative requirements of the
    programme area including health improvement.
  • Ability to write and present reports, strategies and action plans.




  • Able to lead the development and delivery of technological programmes
    within the service area with evidence to ensure it meets corporate
    requirements and in liaison with ICT to ensure systems and processes
    are compatible.
  • Able to communicate advantages of innovative technological solutions
    effectively to service managers and stakeholders.
  • Able to process large quantities of data and information in order to build
    integrated and robust business cases and programme plans.
  • Able to work with integrity and commitment to deliver the best processes
    and systems within the service area that can improve the outcomes for
    the residents and businesses of Walsall.
  • Able to demonstrate leadership and programme management and
    evidence successful results in innovating team members assisting their
    development and experience of new technologies, systems and methods
    of working.
  • Having a strong focus on equality, diversity and respect, leading by
  • Strong strategic business planning skills to ensure the integrity of the
    complex projects within the programme area.


  • Educated to degree level or equivalent qualification
  • Qualification in Programme Management e.g Managing Successful
    Programmes (MSP™) Practitioner
  • Certification in a recognised project management qualification eg Prince2
